Ingame voicechat is available in multiplayer mode only. You may need to activate voice option on your console. To activate it, please connect to your multiplayer session, and go to the session menu in Multiplayer > Voice Chat > My Microphone : ON. Note that you can set the volume you prefer and mute other players if needed. All activated voicechat channel are visible in the bottom left of your screen.
